Rafaelita M. Aldaba


Assistant Secretary, Department of Trade and Industry, Republic of the Philippines Dr. Rafaelita “Fita” M. Aldaba is Assistant Secretary of the Industry Development and Trade Policy Group (IDTPG) of the Department of Trade and Industry (DTI). She fulfills a key role in the formulation and implementation of the new Philippine industrial policy and Inclusive Innovation Industrial Strategy (i3S, formerly the Comprehensive National Industrial Strategy (CNIS)), including the Industry Roadmapping Project (IRP), the Manufacturing Resurgence Program (MRP), and the rolling out of the Comprehensive Automotive Resurgence Strategy (CARS) Program. Asec. Aldaba is in-charge of DTI’s initiatives in establishing an inclusive innovation and entrepreneurship ecosystem in the country, in coordination with other government agencies, industry, and the academe, under the Inclusive Filipinnovation and Entrepreneurship Roadmap. Prior to her appointment, Dr. Aldaba served as Senior Research Fellow and Acting VicePresident of the Philippine Institute for Development Studies (PIDS). She has extensive research experience and authored various publications on development issues in the Philippines and ASEAN. She has also conceptualized and managed research projects with various international organizations, including The World Bank, the Asian Development Bank, the Japan International Cooperation Agency, the Canadian International Development Agency, and the United States Agency for International Development.




Ramon R. del Rosario, Jr.


President and CEO, Philippine Investment Management, Inc. Ramon R. del Rosario, Jr, is the President and CEO of PHINMA Inc. and PHINMA Corporation. He is Chairman of the Board of PHINMA Energy Corporation, PHINMA Power Generation Corporation, PHINMA Renewable Energy Corporation, PHINMA Petroleum and Geothermal, Inc., PHINMA Solar Energy Corporation, One Subic Power Generation Corporation, CIP II Power Corporation, PHINMA Microtel Hotels, Inc., PHINMA Hospitality, Inc. and the Chairman of the Boards of Trustees of PHINMA Education Holdings, Inc., Araullo University, Cagayan de Oro College, University of Iloilo, University of Pangasinan and Southwestern University. He is a director of several PHINMA-managed companies and currently serves as a member of the Board of Directors of Ayala Corporation and as Chairman of United Pulp and Paper Company of the Siam Cement Group. He served as Secretary of Finance of the Philippines from 1992 to 1993. He is the Chairman of the Philippine Business for Education (PBED) and the National Museum of the Philippines. He was the Chairman of the Makati Business Club, the Integrity Initiative and Ramon Magsaysay Award Foundation. He was selected as the Most Outstanding Student of the Philippines in 1967, one of the Ten Outstanding Young Men (TOYM) of the Philippines in 1978 and the MAP Management Man of the Year in 2010. He is the brother of Mr. Victor J. del Rosario. Mr. del Rosario obtained his BSC-Accounting and AB-Social Sciences degrees (Magna cum Laude) from De La Salle University and Master’s degree in Business Administration from the Harvard Business School. He has been a director of the company since 2002.




Lito Villanueva


Managing Director, FINTQnologies Corp.

Lito Villanueva is the country’s leading inclusive digital finance accelerator, subject matter expert, and award-winning thought leader and innovator. He is one of the founding executives of Voyager Innovations and PayMaya. He started PLDT Group’s FinTech business and made it as the country’s biggest FinTech startup company under Voyager Innovations with the most extensive digital footprint covering all 81 provinces disbursing in excess of Php40 billion (approx. USD760 million). He has founded grassroots-based KasamaKA as a national movement for financial inclusion and social advocacy for inclusive growth supported by various stakeholders and commended by the Philippine Senate.

He was the first and only Filipino to be included in Asia’s Top 100 FinTech Leaders. He received close to 50 accolades in four years such as the BSP Outstanding Financial Inclusion Partner, Asia Responsible Enterprise Award for social empowerment, and the Asian Banker’s Consumer Finance Product of the Year awards, to name a few.

He started his career as a senior research associate and as an associate editor at Economist Intelligence Unit (EIU) Philippines. Prior to joining the PLDT Group, he was with Visa and the International Finance Corporation of the World Bank Group. He has covered over 35 various markets in Latin America, Asia, Middle East and North Africa in his previous roles.

He earned two post-graduate degrees in public administration graduating magna cum laude at the University of Santo Tomas, and in national security administration at the National Defense College of the Philippines. He is happily married with six children.





Nasarudin Bin Abdul Rahman


Member of the Commission, Malaysia Competition Commission

Mr. Nasarudin Bin Abdul Rahman is a Member of the Commission at Malaysia Competition Commission. He is Assistant Professor at Ahmad Ibrahim Kulliyyah of Law, International Islamic University of Malaysia (IIUM) where he teaches competition law, company law, legal research methodology and Islamic banking and finance. He received his Bachelor of Laws and Masters of Comparative Laws at the International Islamic University of Malaysia while he obtained his Doctoral degree at the Macquarie University School of Law, Sydney, Australia.




Kurnia Toha


Chairman, Indonesian Business Competition Supervisory Commission

Kurnia Toha, S.H., LL.M., Ph.D is the Chairman of the Commission for the Supervision of Business Competition (KPPU) for the 2018-2020 period. He attained his bachelor’s degree in law from University of Indonesia in 1987. He then continued his Master’s degree Education at the University of Washington, School of Law, United States of America in 1998. He attained his PhD degree from the same university in 2007.

He has been actively serving as a lecturer in the field of law since 1987 and acts as a speaker at various forum and seminars. He is also known as a business competition law observer from University of Indonesia. He served as the Chairman of the Preparatory Team for the Amendment of Law Number 5 Year 1999 (Indonesian Competition Law) in 2013.

He is the founder of Competition and Business Policy Research Center (LKPU) of University of Indonesia, Sustainable Development Institute, Natural Resource Law Institute, Continuing Legal Education Institute, Institute for Community Development, and Indonesian Judiciary Observer Society (MaPPI) of University of Indonesia.

In the year of 2010, Kurnia served as the Chairman of the Independent Team on National Bureaucracy Reformation (TIRBN). Prior to joining KPPU, he was the Head of Legal and Public Relation Center in Ministry of Agrarian Affairs and Spatial Planning/National Land Agency of the Republic of Indonesia.




Erika Fille T. Legara


Associate Professor, Asian Institute of Management Dr. Erika Fille T. Legara is the Program Director of the Master of Science in Data Science program at the School of Innovation, Technology and Entrepreneurship and concurrent Associate Professor at the Analytics, Information, and Operations Department at the Asian Institute of Management. Prior to this, she also worked as a scientist at the Institute of High Performance Computing at A*STAR Singapore. Her research interests include Big Data Analytics and Visualization-Data Science, Econophysics, Complex Systems Modeling and Optimization, Computational Social Science and Urban Complexity Research.




Rosemarie Edillon


Undersecretary for Policy and Planning, National Economic and Development Authority Rosemarie Edillon is Undersecretary for Policy and Planning at the National Economic and Development Authority. She holds a PhD degree in Economics from La Trobe University and MS degree in statistics from the UP School of Economics. She taught economics and statistics at La Trobe University and UP School of Economics. Prior to this, she was also the Executive Director of the Asia-Pacific Policy Center. Her vast research interests include agriculture economics, agrarian reform, poverty, labor migration, project development, impact evaluation, health, social capital, growth theory and global business.




Emmanuel Esguerra


Professor, University of the Philippines School of Economics

Prof. Emmanuel Esguerra is Professor at the UP School of Economics. He served as Head of the National Development Office for Policy and Planning and Deputy Director-General at the National Economic and Development Authority (NEDA) before he was appointed as Acting Socioeconomic Planning Secretary and Director-General at NEDA. He earned his bachelor’s and master’s degrees from the University of the Philippines and received his Doctoral degree in Agricultural Economics at the Ohio State University. His research interests include labor economics, public economic and development economics.




Tan Hi Lin


Director, Policy and Markets Competition and Consumer Commission of Singapore

Hi Lin is the Director of the Policy and Markets Division at CCCS, where he is involved in engaging and advising other government agencies on competition matters, and conducting market studies, investigations, and other competition law enforcement activities. He is also the supervising director for CCCS’s Research and Publications Unit.

Prior to joining CCS in 2007, Hi Lin was a teaching fellow at Boston College, a trading member of the Singapore Exchange, and an economist at the Monetary Authority of Singapore. He holds a PhD in economics from Boston College and master’s and bachelor’s degrees from the London School of Economics.




Ndiame' Diop


Head, Macroeconomics, Trade, and Investment Global Practice for Southeast Asia and Pacific Region, The World Bank Group

Dr. Diop is the Head of the World Bank’s Macroeconomics, Trade and Investment Global Practice for South East Asia and Pacific Region. He leads a large team of economists producing analytical reports and policy-based lending (budget support programs). Ndiame' also engages directly with high-level policymakers throughout ASEAN to provide just-in-time advisory services on demand. Ndiame' joined the World Bank as a young professional in 2000 following the completion of his PhD in Economics.




Raul V. Fabella


Professor Emeritus, University of the Philippines School of Economics Dr. Raul Fabella is one of the Philippines’ National Scientists and is a Professor Emeritus of the University of the Philippines School of Economics. He obtained his PhD in Economics at Yale University. He took his Master’s Degree in Economics at the University of the Philippines where he served as Dean from 1998 to 2007. He is one of the Principal Investigators for the Energy Policy and Development Program. He has written articles in both theoretical and applied fields: political economy and rent-seeking, the theory of teams; regulation; international economics; and mathematical economics. Notable concepts associated with him are the “Olson ratio” in rent-seeking, egalitarian Nash bargaining solutions, and the debt-adjusted real effective exchange rate. His current fields of interest are economic theory, agricultural economics and international economics.

President and CEO, G-Xchange Inc. (GCash) Abet is the President and CEO of G-Xchange, Inc. (GCash). GCash is Globe's mobile money wallet launched in 2004 and is a pioneer in Mobile Money worldwide. Abet has more than 20 solid years of experience in Sales and Distribution. Immediately prior to GCash, he was VP for Mobile Cluster Sales managing Globe's key distribution areas North GMA, South GMA, and the South Luzon region, accounting for P18B of total Globe Sales. He also previously headed the Broadband Direct Sales Division as Director and grew customer broadband acquisition driving the fastest growing business of Globe. His leadership in Globe was also recognized as he was bestowed the Globe Excellence in Leadership Award in 2014. In addition to his telco experience, Abet has also had years of experience in Transportation and Logistics companies as Director for the Air Division of Schenker and as National Sales Manager of Federal Express.
